    Resident Evil Outbreak: File #2 was released exclusively for the PlayStation 2 as a stand-alone expansion for the previous game, Resident Evil: Outbreak. It was released around the time where Nintendo had exclusive rights to the main Resident Evil series, so Capcom instead pushed more resources into the Outbreak series than normal in order to still maintain a presence on other consoles.

    Like the first game, File #2 is set in Raccoon City at the time of the t-Virus outbreak and follows a group of survivors who are all attempting to flee the city. It has the exact same main characters (although their abilities and statistics have been changed) and there are five new scenarios to play through.

    The game features an unlock system where characters from the previous game can be brought into this one via data transfer and vice versa. Also, the game was an early example of console games gaining extra features through online patching - for example the ability to aim and strafe from side-to-side was added in after release.

    Ultimately, this game and the previous game can be seen as the same game. If it were to be released nowadays, File #2 would have most likely been a piece of DLC content rather than it's own game. Perhaps it was a victim of being too far ahead of its time in this regard.

    Due to the low success of the game overall, this was indeed the last in the series. A third title was under development but later cancelled as Capcom moved on to other games in the series, eventually releasing mainline Resident Evil games across all platforms as the Nintendo exclusivity agreement ran out.
