He was a resident of Raccoon City and got caught up in the t-Virus outbreak of September 1998 while he was lecturing at the Raccoon University building.
Very little is known about Frank other than he died from a wound to the abdomen and it is likely that he was pierced with an object or hit by a bullet. This could either have been an accident or a calculated plan to silence him from Umbrella agents, as the Raccoon University also housed a secret Umbrella laboratory for experiments and other off-the-books projects.
He is playable in the game after unlocking and his characteristics are based on George Hamilton. Like most dead or dying characters in the actual story, he always starts in the Danger state and has a high infection rate.
