Billy (short for William, surname not known and not to be confused with
Billy Coen from
Resident Evil Zero) is a character from
Resident Evil Outbreak.
He was a member of the mercenary Umbrella group U.B.C.S. (Umbrella Biohazard Countermeasure Service) and he was dispatched with others into Raccoon City with the (fruitless) aim of handling a
t-Virus outbreak which broke out during late September and early October 1998.
He was placed in a squad led by
Arnold and while the team were given instructions to locate a stolen B.O.W. named
Nyx, his team leader decided to ignore the command and instead fortify their position on an overpass where they found a very effective vantage point to take out any zombies they come across from a distance.
Billy was tasked with littering the ground below with mines which were fairly effective at taking out zombies. In fact, when survivors crossed the minefield they found it exceedingly difficult to progress.
The team along with Billy himself then simply left the city using the same overpass as soon as they heard that Raccoon City was about to be destroyed by a nuclear detonation. It's thought that they were then dropped by Umbrella from the squad. Nothing else is known about his future but it is assumed that he survived.
While he can't technically be used in the game as a playable character, he can be forced into it with a cheating device such as an Action Replay and his characteristics are based on
Kevin Ryman.
