His animations are derived from the character Kevin Ryman and he can be brought into the first game through the Data Convert option. He is a humanoid stick figure with an aloof expression, coloured red as his name suggests.
While his attacks do 50% more damage than most, his movement speed is halved, his health is quite low and he starts in the Danger condition - which makes him a risky choice.
