She is a female stick figure who appears to be wearing a dress and is coloured a pastel blue - her name is most likely in reference to this but it could also be due to her relative weakness as a character compared to the other special stick figure characters in the game.
While she was very high health and a low infection rate, her attack power is wilfully low.
