Samuel Kirk is a character from
Resident Evil Outbreak.
He was a resident of Raccoon City and was present for the
t-Virus outbreak which occurred in the city during September 1998. He found himself in the Raccoon Police Department (RPD) jail just before the outbreak began to gain traction as he was accused of robbing a weapons store. The police had enough evidence against him and his cohort Nathan Donnelly to convict but due to the fact that the outbreak then began to take precedent and the fact that the city and the entire police force became splintered the duo were more or less forgotten about and left to their own devices.
It's most likely a fleeing police officer decided to release them and implored them to evacuate the city as the only choice for them in the cells would be death. At least outside they had more of a chance of survival.
Ben Bertolucci was also present in the jail but it was not until much later when
Leon S. Kennedy and
Claire Redfield entered the city that he was interacted with (this would be short lived however, as a
T-103 Tyrant nicknamed Mr. X killed him through a wall).
Samuel's future is unknown after this point, he either fell to the crisis or escaped the city. Either way, his crimes were forgotten.
He can be unlocked as a playable character and shares mannerisms with
Jim Chapman.
