He was a resident of Raccoon City and was present during the t-Virus outbreak which ravaged the city during late September 1998. Very little is known about him other than he appeared to be relatively young (early 20s) and wore a plain white t-shirt and a red cap.
It is assumed that in the story of Resident Evil: Outbreak, he initially survives but eventually succumbs to the t-Virus due to the water supply being contaminated, and ultimately being destroyed when the city itself is obliterated by a nuclear explosion.
His role in the game is simply as an unlockable playable character where he becomes available as part of a Raccoon Citizens package. When used in the game his characteristics are based on Kevin Ryman and has unremarkable stats (relatively low health).
