Very little is known about Gary other than he was a civilian resident of Raccoon City and most likely died during the t-Virus outbreak of 1998. All of this can be surmised due to the fact that he is portrayed having a critical gunshot wound as well as multiple lacerations over his body - all of this combined with his advanced age assumes he would have a low chance of survival.
He is considered cut content and not included in the final game, although he can be placed into the game with a cheating device where he shares characteristics with George Hamilton.
