The Zombie Hyena were ordinary Spotted Hyenas which became afflicted with the t-Virus through accidental means; the virus was exposed to Raccoon City's water supply and caused an outbreak throughout. When the infected water reached the Raccoon Zoo, virtually all of its animals succumbed to it and were transformed into Zombies.
When they became infected with the t-Virus, they had a huge increase in agility and aggression - they were that fast that they were able to dodge bullets which is quite a feat. They did retain a lot of their prior instincts such as hunting in small packs. However, they had also regressed in certain ways; for example, they behaved a lot like a typical Zombie Dog and lost other unique characteristics. It's also worth mentioning that cosmetically they appeared very similar to their previous forms with only slight skin necrosis.
The Zombie Hyena was never considered as an official Umbrella project after the outbreak. Most likely because the Hyena was virtually unchanged, especially in size and strength which made them unattractive as a B.O.W. (Bio-Organic Weapon).
