Rafflesia is a huge parasitic flower - it grows by attaching to the stems of other plants and taking all of its resources in order to sustain itself. It is well-known for its large size and deep interior which gives it a rather intimidating appearance. It's also interesting note that the plant itself smells and looks like rotten flesh - the smell is most likely to attract creatures such as flies.
An absolutely enormous one was brought to the Raccoon Zoo at some point before the t-Virus outbreak. After the event, a swarm of Flying Bugs were attracted to it and attacked anybody that came near. As it happens, the plant was blocking the path and the only option was to destroy it. It's worth pointing out that the plant itself did not appear to be infected with the t-Virus, although it is certainly possible for plant material to be infected, as was the case with Plant 42 and the Huge Plant.
After its destruction the Flying Bugs went haywire, constantly appearing in what appeared to be an infinite number and attacking with its poison sting. The only option was to run away.
