The Bloodshot is a possible further mutation of a C-Virus infected Zombie which can happen after being damaged or otherwise incapacitated but still in one piece. A similar creature would be the Crimson Head which is a t-Virus infected Zombie which mutates due to a process called V-ACT (or "Virus-Activation") it is believed that the process is the same with the C-Virus. At the beginning of the process, the eyes of the Zombie appear to glow with a red hue.
Like the Crimson Head, the Bloodshot appears to lose it's outer layer of skin and the underlying muscle now becomes the outer layer of the body. Similarly it also vomits a corrosive acid which has it's own form of bio-luminescence (the fluid can be seen illuminating the abdominal area on the creature itself. Teeth and bones are also strengthened and sharpened; most notably the vertebrae are now spiked which protrude out of the back. Their heads also became incredibly distorted with only a vague humanoid shape to them.
However their most frightening ability is their speed. They are no longer the shambling, necrotic creatures they were before. They now have the ability to run and jump which makes them incredibly deadly.
Thankfully these creatures were seldom encountered in the wild as the C-Virus was not used for very long. However, Neo-Umbrella did decide to develop them onto the Black Market as a new type of B.O.W., for example they were used both in Antarctica and (primarily) Tall Oaks, USA.
The name Bloodshot is likely a reference to the glowing red eyes which occur at the beginning of the V-ACT process. It is also the name of a Valiant Comics anti-hero who has a glowing chest in some versions, although this is probably incidental.
