Peter was a resident of Tall Oaks and unfortunately became a victim of a bio-terrorism attack which resulted in a C-Virus outbreak that destroyed the city. Before Leon S. Kennedy and his partner Helena Harper met him, they first encountered a woman who was trapped in a subway train (named Subway Passenger, real name not known) and she was desperate to try and find Peter and protect him; it's not known what her relationship was exactly with Peter but it's assumed that she was family. Unfortunately once she escaped the train she was killed by Zombies.
Later on, Leon and Helena met Peter who was with his girlfriend named Nancy and a police recruit; they made their way to a gas station assuming it was safe but they were attacked by Zombies. They were saved by the two professionals but it became clear that Peter didn't actually care about his girlfriend very much; he seemed fairly passive towards her which was the complete opposite of how she thought of him.
A short time later the survivors were accosted by Zombies once more but as Peter tried to defend himself his handgun failed on him; a bullet got jammed which caused the weapon to lock up rendering it useless. Without much thought he snatched his girlfriends weapon and left her defenceless; he then ran on ahead in fear but was unfortunately killed by an evolved Zombie creature named a Bloodshot. Although Nancy was devastated by his loss, the others felt that his rashness caused his own demise.
Although Nancy and the rookie police officer made it much further to safety, they both perished at the hands of Zombies.
