The Instigator
Majini (also known as "Agitator
Majini") was the megaphone-touting leader of a terrorist movement which beset the Kijuju people of West Africa. Initially, he simply used propaganda and persuasion to sway the people from a more Western society, specifically people who had migrated to the area (and most especially the British). As they numbers grew, he caught the attention of TRICELL who sent one of their bio-weapons dealers,
Ricardo Irving, to meet with him.
Irving agreed to bestow the
Plaga Type 2 on him and his members, which was an engineered and improved version of the Las Plagas parasite previously seen in the
Los Illuminados cult. The evidence that the
Plaga turns any human into an obedient puppet was extremely attractive - as time was no longer a concern for conversion; it could now be done immediately. In exchange for the
Plaga, presumably TRICELL had access to their data for research purposes and were also offered free-reign to continue their business in the area.
After the terrorist group became parasitised, they became far more vicious, raiding towns and businesses looking for foreigners to kill. This culminates in a public execution where victims were hoist in burlap sacks and either beaten to death or burned alive. After so many deaths, he began to take pleasure in it and decided to switch things up by employing an
Executioner Majini who was an incredibly tough, axe-wielding death dealer.
Soon, the B.S.A.A. became involved in the chaos. They dispatched
Chris Redfield and new partner
Sheva Alomar to the region and they eventually met. The Instigator
Majini was stood atop a platform, mobilising his men to trap the new arrivals and murder them. His speeches also included rants about justice, salvation, celebrating death to 'evildoers' and the road to paradise.
Unfortunately, he and his
Majini were no match for the veteran warrior and his streetwise partner; he was quickly silenced.
Interestingly, he was not very strong. Either his
Plaga was unusually weak, or he asserted an impressive amount of control over its influence.
It's also worth mentioning that he appears a handful of times in a piece of DLC called Desperate Escape. His role is essentially for an achievement named Shoot the Messenger, where the player has to kill every instance of him in a playthrough.
