Kevin Dooley was a well-regarded officer for the Raccoon City Police Department. He was also a fully trained helicopter pilot and was often requested by S.T.A.R.S. to assist in their missions. He was also a qualified aircraft mechanic and as such he could repair damaged or sub-optimal equipment.
Most of his missions with S.T.A.R.S. involved piloting craft and rescuing lost and confused civilians from the dangerous Arklay Mountains regions which lay next to Raccoon City. His last S.T.A.R.S. mission involved him taking the place of
Edward Dewey as their main helicopter pilot so that the latter could concentrate on their expertise in security matters. Inexplicably, the helicopter suffered an engine failure during a time where it was passing over the Raccoon Forest. The technical problems forced him to conduct an emergency landing which by all counts was not a perfect landing due to the abundance of trees and other obstacles - however, the helicopter landed relatively softly and there were no casualties.
The S.T.A.R.S. team then ditched the broken helicopter to search the area, leaving Kevin on his own who figured he would try to see what caused the problem and then try to repair it. Little did he know, the
Spencer Mansion incident was unfolding and he along with the rest of the S.T.A.R.S. team were in the thick of it. Mutant dogs named
Cerberus chased the S.T.A.R.S. team in a large pack and the majority escaped unharmed. Kevin however was less lucky - still strapped in his pilot seat, he was set upon and partially devoured and had his eyes gouged out.
He was found the next day by S.T.A.R.S. team member
Joseph Frost who was sent in with the rest of his team to figure out what happened to the previous team. He himself was then attacked by the same
Cerberus pack.
Like many 'incidental' characters in the Resident Evil series, his face is covered at all times and we only get to see the bottom half of his face.
