The Umbrella Promo Girl is a model which Umbrella (or at least an ad agency under contract by Umbrella) who posed in front of their advertisements for their genuine medical products Safsprin and Adravil. Additionally the woman was the face of Aqua Cure which was a health product aimed at woman - she featured heavily in their marketing with posters around Raccoon City as well as TV spots.
She is in fact a citizen of Raccoon City and can be found under attack by Zombies in the Raccoon Press newspaper building - but only in The Mercenaries mode which is not considered canon, so her true fate is not really known.
However in the game she can be saved if she is rescued in time - otherwise she will already be dead when found by the player.
