Adravil was a Doctor-recommended pain relief / anti-inflammatory gel which was sold by Umbrella throughout Raccoon City and possibly other areas. It appears to be for muscle pain, similar to gel-based ibuprofen. It was also available in pure liquid form, so it's possible that the product could also be used in the bath. One of the rare occasions where a genuinely helpful medical product was produced by Umbrella.
It's unclear how much the product cost but it was believed to be extremely effective and sold for a number of years.
In real life, the name Adravil is obviously a play on the real-life brand Advil which is a form of ibuprofen. It's not something that can ever be used in the games (although in-universe it's highly likely that the Green Herb is a component of the medicine).
TV advertising and various posters can be found for the product throughout Resident Evil 3: Nemesis and Resident Evil 3 (Remake).
