Brian Irons was a corrupt police officer and serial killer who worked his way through the ranks of the Raccoon City Police Department (RPD) all the way to chief of police. During his earlier years at University he was monitored and evaluated as an alarming amount of reports of sexual harassment towards female students were submitted but these later ended up being officially logged as unsubstantiated partially due to his exemplary academic record and also because of his heavy-handed nature when it came to control; he knew how to bend systems to accommodate his needs.

Under his leadership, the Raccoon City Police Department suddenly began expanding rapidly with the purchase of a labyrinthine museum which became their new building complete with libraries, art rooms, offices, prison cells, a secret connection to the Raccoon City sewers and finally the formation of S.T.A.R.S. (Special Tactics and Rescue Squad); this team replaced any earlier SWAT and were meant to be used for more delicate situations where the police could not attend.

He also purchased expensive artworks to be placed around the RPD building which he believed (or appeared to believe) would somehow have an impact on crime in the city. He also began an underhand relationship with Umbrella who was one of the largest employers in Raccoon City but also had numerous laboratories around the region where they conducted illegal research. They bribed him with large amounts of cash constantly - this would firstly allow Brian to line his deep pockets even further and also allow Umbrella access to the police department in such a way that the RPD would be instructed to look the other way and not investigate the company if any reports came in.

He occasionally visited Umbrella premises to attend secret briefings; after a number of these Brian used his funds from Umbrella to form S.T.A.R.S. - which had secret Umbrella scientist Albert Wesker as its main captain. Essentially this turned the team into Umbrella's private platoon, as any mission they would be sent on would have secret objectives set and additional influence from the company.

On the outside he appeared to be the perfect police chief. He gave to charity and appeared to support the citizens of Raccoon City. However, his true behaviour was far from idyllic - he was essentially a deranged serial killer. He killed innocent people during his time in the RPD including his own secretary and a number of young blonde women were killed at night and dumped in the sewers under the station.

More evidence of his fascination with murder was the discovery of his secret taxidermy room. At first glance it seemed relatively normal but a deeper inspection revealed that he in fact experimented with human bodies, performing sick organ extractions and polishing their bones to display proudly as trophies.

Things between Brian and Umbrella became strained when the first t-Virus outbreak occurred at the Arklay Laboratory which infected hundreds of workers and many of their top secret B.O.W. (Bio-Organic Weapon) projects were unleashed which caused havoc in the surrounding area. He was in constant communication with Umbrella employees William Birkin and Annette Birkin who too were feeling some distrust from the company at the same time.

S.T.A.R.S. were dispatched to the Arklay Mountains to investigate a number of strange murders and it eventually ended in the discovery of the Arklay Laboratory which was soon destroyed by a self-destruct mechanism. The team that survived the incident were getting close to finding a link between Umbrella, Brian and the infected monsters they encountered in the mansion but then S.T.A.R.S. was suddenly broken up by Brian who was most likely under instruction by Umbrella to do so, which subsequently halted any ongoing investigation.

Some time after the Spencer Mansion incident, the entire Raccoon City suffered a t-Virus outbreak which turned almost all of its citizens into Zombies and also many Umbrella B.O.W.s were released into the streets. Brian continued to accept bribes from the company in order to keep prying eyes away from anything untoward - and in particular he was instructed by William Birkin to conduct thorough searches of individuals who he thought may steal his research on the G-Virus (Golgotha) which was his discovery and he previously learned that Umbrella intended to take it away from him.

Through Brian's actions news reporter Ben Bertolucci was imprisoned and Jill Valentine was placed under house arrest as he suspected both knew something. In the process he also informed Umbrella where he had placed the two, allowing the company to deal with them itself.

When the t-Virus outbreak began knocking on his door his attitude changed dramatically for the worse. He began to suspect he himself may be infected and so he set a self-destructive regime with a view to keep all of his offers in the city to die. He also forced his officers to relinquish weapons and empty storage rooms which meant they were criminally underprepared and underpowered for the onslaught to come.

One of his last victims was a woman named Katherine Warren, the daughter of Mayor Michael Warren; he had captured her and planned to turn her body into a taxidermy. He successfully murdered her but he never had the opportunity to make his horrific trophy out of her.

Due to the different scenarios available in Resident Evil 2 and Resident Evil 2 (Remake), Brian Irons' death can happen in various ways. However, the set up is always the same: He kidnaps Sherry Birkin because he is after her pendant which contains a sample of the G-Virus in a hidden compartment - Umbrella must have requested this in exchange for protection. Claire Redfield, who originally found Sherry hiding in the RPD building tracks her down and tries to save her from Brian. However, her father William Birkin who has since been transformed into a horrific monster named G is drawn to Sherry's location as she shares his genes and in the process he engages Brian and kills him. Claire and Sherry then manage to escape.

He can either die by being implanted with a G-Embryo which was incompatible with his genes and that would destroy his body. Or, he can simply die by being attacked by William. In most scenarios he is killed in the Raccoon City Orphanage which served as a front to obfuscate all of the child abductions Umbrella performed to use in their illegal research. In a different scenario he is killed after he takes Katherine Warrens body to his taxidermy room where William finds him and attacks him, leaving him dead.

Ben Bertolucci was unfortunately killed on his cell but Jill Valentine managed to to escape her house arrest.

After his death, Raccoon City was completely destroyed by a mission launched by the US Government, which obliterated everything in the area.

Interestingly, Brian Irons was present in the cancelled version of Resident Evil 2 (unofficially termed Resident Evil 1.5) and in that game he was written to be a genuine police chief who was friendly.
