These very special German Pistole Parabellum aka Luger pistols were located in a palace on Rockfort Island, in a secret room specifically designed by
Alfred Ashford as a display for his collection of weapons.
They appear to be made of solid gold, have exquisite engraved patterns on the grips.
The room itself is rigged to seal itself if the Lugers are removed from their mounting, as a security measure. It also turned out that the Lugers unlocked a secretary's office in the same building, which contained a smart card and a typewriter. The card is a security system bypass card for the building.
The Lugers were taken by
Steve Burnside, who managed to escape the room with them and eventually used them to defeat a B.O.W.
In
Resident Evil Code: Veronica / X, the weapons are seen with
Steve Burnside for a majority of the early game, he is able to fire them until they are empty, but once the player obtains them they cannot be loaded as no other ammunition can be found in the game.
Fun fact, the guns would fire if loaded, as the ammo is coded into the game... It's just not been made available to the player. Alas, they are only useful to open a door.
A replica of one of the Lugers is also obtainable by
Chris Redfield. It does nothing in the game, it unlocks
Steve Burnside as a character in a minigame.
