The Under Taker (Sometimes called Undertaker, or simply UT) was a rather unique B.O.W. (Bio-Organic Weapon) which were based on humans but had unusual bodies. At first glance they appeared as if they were simply humans dressed in tactical gear; however upon closer inspection one would notice things are a little bit off about them - they are quite monkey-like in their vocalisations as well as their absurdly long arms and their overall posture. They were designed to be 'controlled' by a lead operator which in their case was a human called the Under Taker Commander - without their guidance they would act like any other rogue B.O.W.
With the commander advising them remotely through some unknown means they were able to carry out instructions intelligently, plus they had the ability to handle and use firearms to a military standard. This made them perfect for sweeping through areas clearing down anything which would harm Umbrellas image and also act as a clean-up crew for areas which had fallen due to a viral outbreak. Other projects such as the Sweeper or the Hunter II were also used for this purpose - it could be that this unit only operated on Sheena Island as they have not been utilised since then.
In terms of attack power they depended on their weapons to do the damage - as far as an infected creature goes they were the weakest imaginable and this was by design. All traces of their existence were designed to disappear once they took damage so that no trace would be left. Plus they were created to be used as a one-shot service - once their mission was over they would simply be destroyed and then a new batch created for the next.
It's likely that the Under Taker was a fairly expensive and time-consuming B.O.W. to maintain. Constantly training intelligent units to use firearms and follow orders as a team must have been a large resource drain as opposed to the Hunter series which were on balance far more cost-effective.
