Ramon Salazar was an eccentric nobleman hailing from an unknown region of Spain, having inherited a castle and the government of the region at a young age through his family who had controlled the area for centuries. He was a practicing Catholic and was popular amongst his people. However he was also fairly young and impressionable and aged 20, he was approached by
Osmund Saddler and was convinced to convert to the
Los Illuminados cult who worshipped Las Plagas, a parasite that could alter the mind and body in extraordinary ways.
In fact, it was his ancestors which originally sealed away the
Plaga parasites - and through the
Los Illuminados saw this as a sin for which he must atone. So he set to work excavating their fossils and found ways to bring them back to life and subsequently began experimenting on them in order to enhance their effectiveness and eventually the plan was to spread them across the world.
For his efforts, Salazar was gifted with a Dominant Species
Plaga which unlike regular parasites allowed him to control his body and retain his form and also allowed him to control the lesser
Plaga infected around him which gave rise to the Cultists which served as his personal armed forces. He also exhibited control over the much stronger
Verdugo Bio-Organic Weapons (B.O.W.) which were born from combining insect DNA with a
Plaga parasite into a human host.
He was also known for his unusual appearance, having the wrinkled complexion and grey hair of an old man paired with the height and voice of a 10 year old. This was partially because of his
Plaga infection - there are paintings of a much younger, normal looking Salazar with smooth skin and dark brown hair.
Salazar's main assignment within the
Los Illuminados was to protect the Queen
Plaga by any means necessary, as this was the main source of new
Plaga eggs.
Leon S. Kennedy eventually caught up with him in order to stop him and the Queen
Plaga in her chamber and in a desperate attempt to destroy
Leon, merged with the creature, along with one of the
Verdugo B.O.W.s, creating a new gestalt entity with the minds of all three. Even as he was assimilated into the larger creature he retained most of his human form within it, and still spoke and acted mostly of his own free will, owing to the fact that he was an extremely powerful individual indeed.
Although powerful, Queen
Plaga was extremely large and couldn't move from it's chamber - it had literally grown into the building it was situated in which made it susceptible to attack.
Leon eventually found a way to destroy it, putting an end to new
Plaga creation and Ramon Salazar. It's not known what happened to his castle after this as he appeared to be the end of the bloodline. It's most likely the castle fell into ruin and was lost to the ages.
Salazar appears in the
Resident Evil 4 Remake with a similar role. His design has been altered so that he looks even more aged than before, and doesn't appear to wear his classic 'admirals hat'. However, he is still flanked by his two trusty
Verdugo sentinels.
