The goat is a type of domesticated mammal usually used for their milk, hide and meat. For some reason, Umbrella of Africa decided to hold them in their Umbrella Africa Laboratory in cages, which was a facility where all manner of virus-related experimentation occurred.
It's highly likely that they were to be used as specimens for some kind of B.O.W. (Bio-Organic Weapon) research, but by the time the facility was raided by the B.S.A.A. none of this was believed to have occurred.
They appeared to be rather emaciated and weak - in fact, even a single punch or shot from any weapon would be enough to kill them.
